Do I need a cooperative contract to receive Quick Quotes?

No. Quick Quotes are open to any vetted supplier in a matching category, with or without a contract. That's the key difference from Coop Quotes, which are tied specifically to publicly solicited awards. Quick Quotes ask for your best price on a specific need.
