How supplier fees work

Civic Marketplace charges suppliers only when a sale closes. Joining, your storefront, receiving opportunities and quoting are free, and agencies pay nothing to use the platform.

This is the Supplier Fee Schedule referred to in the Supplier Platform Terms. Only one fee ever applies to a sale: either the program fee set by the lead agency in your cooperative contract, or the administrative fee on work you win through the platform outside a cooperative contract. The two are never stacked.

Cooperative contracts

The program fee on a cooperative contract is set by the lead agency and written into your contract. Civic Marketplace invoices and collects it on the lead agency's behalf, and it is the only fee on that sale.

TXShare contracts: 2% or 2.5% of sales, depending on the contract. Your TXShare contract states which.
Other lead agency contracts: 3% of sales for contracts awarded through AFI, MMSA, the City of Brownsville, the City of Dallas and similar lead agencies, unless your contract states a different rate.
When it applies: on sales to other agencies that buy through the contract. A city or county lead agency buying on the contract it awarded pays through its own contract and no fee applies.
What it funds: platform operations and the revenue share returned to the lead agency that awarded the contract.

Quick Quote and First Quote

When you win work through Civic Marketplace outside a cooperative contract, an administrative fee applies to the amounts you invoice the agency. The standard rate is 3% for services and most goods; equipment and some goods use the category rates below. You pay nothing if you are not awarded.

When it applies: to contracts awarded within 12 months of a documented interaction on the platform: a quote request or quote, a message exchange with the agency, an introduction by Civic Marketplace, or the agency viewing your contact details.
Disclosure: each quote request shows whether a fee applies, and at what rate, before you respond.

City of Brownsville First Quote Program

No fee of any kind is charged on a Brownsville First Quote award to:

a business certified by the City of Brownsville as a Small Business Enterprise at the time of award, or
a business whose principal place of business is in Cameron County, Texas. The City may ask for documentation confirming your location.

Other businesses awarded through the program pay the 3% administrative fee on the total value of the award. The Cameron County exemption is an interim City measure and may change on the City's written notice; we will update this page if it does.

Category rates for Quick Quote awards

Equipment and goods carry lower rates than services, and larger equipment orders use a flat fee so the fee stays proportionate.

Where your cooperative contract covers the purchase, its program fee applies instead of these rates.

Reporting, invoicing and payment

You send a short monthly snapshot of your sales, and we invoice quarterly. The same process covers program fees and administrative fees.

Monthly snapshot: within 15 days after each month ends, report the awards and amounts you invoiced agencies that month, through your supplier account. A month with no sales still needs a nil snapshot.
Quarterly remuneration invoice: after each quarter (January to March, April to June, July to September, October to December), Civic Marketplace invoices the fees due on that quarter's snapshots.
Payment: due within 30 days of the invoice date, by ACH, credit or debit card, or other methods supported through Stripe. Overdue amounts may carry interest at 1.5% per month or the legal maximum, if lower.
Missing snapshots: we may issue an estimated invoice from platform data or your last three months, corrected when your actual snapshot arrives. Two or more consecutive missed months may pause your access to quote opportunities until you catch up.
Credits and audits: if an invoiced amount is later credited, cancelled or written off, send us the supporting documents and we will credit the fee. We may audit reported amounts; under reporting of more than 5% makes you responsible for the audit cost.
Written confirmation: before you activate a contract or accept your first award, we confirm in writing the fee that applies.
Changes: we give at least [30] days' written notice of any change to this schedule, and changes never apply to sales already made. Questions go to [[email protected]] and we reply in writing.

Frequently asked questions

Does it cost anything to sign up? No. Registration, your storefront, receiving opportunities and quoting are free.

If I win work that came through Civic Marketplace, do you take a percentage? Only once you are awarded and invoice the agency. A cooperative contract sale carries its program fee; a Quick Quote or First Quote award carries the administrative fee, unless the award is exempt. Rates are in the tables above.

I am based in Brownsville or elsewhere in Cameron County. Do I pay anything? No. City of Brownsville First Quote awards to Cameron County businesses and City certified SBEs carry no fee of any kind.

Do I pay a fee when the agency that awarded my contract buys from me? Not where a city or county awarded the contract and is buying on it. The program fee applies when other agencies buy through that contract.

Can I be charged twice on one sale? No. A cooperative contract's program fee replaces the administrative fee on that sale.

How often do I report and pay? You submit a monthly snapshot within 15 days of month end, and we invoice quarterly with 30 days to pay.

Where is my specific fee written down? In this schedule, in your contract where it sets a rate, and in the written confirmation we send before your first transaction.
